Somalia's climate commitments under the Paris Agreement — how the country will adapt to climate change and keep its emissions low while it develops.

A Nationally Determined Contribution (NDC) sets out what a country will do to cut greenhouse-gas emissions and adapt to climate impacts. Somalia's updated NDC (2021) prioritises adaptation in agriculture, livestock, water, forestry and coastal zones, alongside mitigation through renewable energy, reduced charcoal use and restoration of rangelands and forests.

In 2025 Somalia submitted its third-generation NDC (NDC 3.0) — among the most ambitious in East Africa — together with its National Adaptation Plan and a Long-Term Low-Emission Development Strategy (LT-LEDS).

Priorities

  • Climate-resilient agriculture, livestock and fisheries
  • Water security through integrated water resources management
  • Renewable energy and alternatives to charcoal
  • Forest and rangeland restoration (Green Somalia)
  • Early warning, disaster risk reduction and climate services
  • Access to climate finance from the GCF, GEF, Adaptation Fund and carbon markets
